Empower’s core philosophy is to strengthen the institutional and HR capacity of the global health supply chain & humanitarian programs through SC workforce assessments, designing online courses/ modules, delivering training and capacity building, and performing training impact measurement activity. The areas of expertise include:

  • Developing Supply Chain strategies for health programs thereby, improving health commodities availability by strengthening supply chain processes, practices, and performance.
  • Capacity Building (online and classroom) in procurement and supply chain management and public health across the globe. The company has been conducting training programs for mid to senior officials from various countries (including India) with the support of various donors like UNDP, the Global Fund, UNFPA, USAID, USP, Roll Back Malaria, and Stop TB Partnership (GDF).
  • Conducting assessment and operational research projects in various areas including quality assurance, regulatory affairs, procurement and supply chain management, access to medicines and pharmacovigilance funded by various donors and UN agencies namely UNDP, UNAIDS, World Bank, Department of International Development (DfID – UK) and others.

    Key marquee projects executed include:

    The PSM Competency Assessment Tool (CAT) tool has been developed by Empower to assess PSM capacity development needs of staff working in public health organizations for Chemonics to implement across 3 countries (Rwanda, Nigeria and Zambia). The assessment is built on a framework adapted from the People that Deliver (PtD) framework for supply chain competency mapping (“PtD Competency Compendium for Health Supply Chain Management: A reference for health supply chain; First edition”). The tool is designed as a self-administered questionnaire sought to gather information regarding personal details, educational qualifications, work experience, soft skills, professional orientation and PSM domain competency.

    The main goal for this training was to equip the Senior Managers of the Ministries of Health and SC technical staff of the Ministries of Health (MOHCDGEC, PORALG and MSD) on the basic fundamentals of leadership and transformation in supply chain management.



    The key learning objective for this training was two-fold

  • To empower senior officers with what actually transpires as commodities and information move from source (manufacturers) to government systems (central government stores, healthcare facilities) and vice versa.
  • To empower senior officers with what is expected from them as policy and decision makers to ensure continuous uninterrupted availability of health commodities to patients who need them.
